Improve iCloud Drive Sync

By default, on Mac, iCloud Drive tries to preserve space on your Mac by deleting files locally and keeping them only in the cloud until you need them. Unfortunately, it doesn't detect that NotePlan needs those files permanently locally saved. 

But you can turn off this behavior in your "Apple ID" system preferences. Turn off "Optimize Mac Storage":
